Discussion about 72 hour parking rules, car towning, and neighborly behavior
This was posted in several locations on Treat Ave. It points out a growing issue with parking in the neighborhood.
Neighborhood watch meetings have suggested calling 311 to report cars that are not recognized and have been parked in the same place for more than 5 days, as they may have been stolen. But there can be negative repercussions when a neighbor who is on vacation leaves their car on the street for a week and it gets towed.

There are also problems of people double parking on Precita and blocking the full street; people visiting Precita park and parking in a manner that blocks driveways on Treat and Harrison (because they think their car is much smaller than it really is), etc. Not to mention construction vehicles that double park or block driveways.
Harrison, Norwich and Treat also have some special issues because there is no weekly street cleaning which tends to clear out cars that have been left in the same place for over a week.

Oh boo hoo hoo. I have lived in Bernal Heights for almost 50 years and it is very inconsiderate to leave a car parked longer than allowed. Sometimes a neighbor will leave her car in front of my house for two weeks (she has 2). I myself have called but she moved it the very next day. There are laws for a reason and those of us that follow them should not have to be considerate of those that DON'T. As for leaving on a trip....get to know your neighbors and have them MOVE your car. There is no excuse to being a greedy parking spot idiot. Signed someone who doesn't give a crap.
I too live on a dead-end street with no parking restrictions or street cleaning, and what this means is that we become a parking lot for anyone within half a mile of us that can't deal with the restrictions on their own street. I routinely see people drive up, park, get out and walk away down the street and off the street. We need the 72-hour rule to keep parking flowing. There isn't enough parking in San Francisco and moving a car once a week is totally reasonable.
Note: to have your car towed, you first have to be parked for 4 days without moving, then, after you get the notice, you have 4 days to move it. I think that is pretty reasonable.

I've also watched people park on the streets south of Precita, get out of their cars, unload suitcases into another car and drive off. Neither lived in the neighborhood.
There are blogs where people post lists of streets with no street sweeping so people can leave their cars there for longer periods of time. But that isn't right, and that's why the 72 hour law exists.
According to the police logs, there have been many stolen cars found on the streets around Precita Park, and they were only found because they were either reported to DPT, or during the ticketing process if they were parked illegally.
CVC 22651(k) covers this: Any vehicles seen or reported as parked motionless or left abandoned on any public street may be marked by officers as possibly abandoned. Owners then have 72 hours ( 3 days ) from the time marked to remove the vehicle before it is towed away, per 22551 (k) CVC., 22660 CVC.

I have lived on Harrison and Precita and everyday I see those 2 ugly vehicles, one a large green/white montrosity of a car that sits on the street and never gets driven and another, another ugly truck (maybe 20 years) that's never driven, I always think of 2 other cars that can use these 2 spots more than this moron that uses the street as their garage. The 72 hour rule does not seem to apply for some reason. Don't know why, maybe the owner is well connected? Remove these ugly, rusted vehicles from Harrison Street!
