Officers Ernest Wilberg and Robin Odum responded to a report of four people drinking in public and being intoxicated. When they arrived, the subjects were getting into a car nearby. The officers stopped the subjects and arrested one from Hayward for being drunk and possessing suspected methamphetamine and cited two others, from Oakland and Daly City for possession of alcohol under age.
